The Pacific Health Policy Group (PHPG) was retained by the Alaska State Legislature to conduct a comprehensive study of the cost and quality of the Alaska Medicaid program. PHPG compared Alaska's utilization and expenditure profile to that of the other 50 states and identified areas in which Alaska is an outlier. We also examined innovative programs and best practices in other states for consideration by Alaska to address areas in which the state lags behind the country as a whole.
Our final report presented a series of initiatives for reforming Alaska's program and slowing the rate of growth in expenditures, while improving access to services - particularly for the Medicaid program's large Native Alaskan beneficiary population - and increasing federal financial participation.
