The Pacific Health Policy Group (PHPG) was retained to assist the San Francisco Department of Public Health in evaluating the feasibility of using a Section 1115(a) Medicaid Demonstration Waiver to expand coverage to uninsured working adults, as part of a broader health reform initiative. Specific tasks related to this project included:

• Assistance in the development of guiding principles and objectives for any waiver program

• Identifying and evaluating alternative service delivery models, including a County Organized Health System (COHS)

• Conducting a pro forma financial analysis to quantify the number of uninsured who potentially could be covered through a waiver

• Building a decision-making consensus among members of the county's Medicaid Waiver Planning Committee, comprised of government officials, providers, and consumer advocates
