County of San Diego Health and Human Services Agency (San Diego, CA)

The Pacific Health Policy Group (PHPG) was retained to assist San Diego County in evaluating options for expanding health care access and coverage to the uninsured, through Medicaid waivers or other means. Specific tasks related to this project included:

• Assistance in the development of guiding principles for use in evaluating options

• Identifying and evaluating alternative service delivery models, including a County Organized Health System (COHS), vouchers, and a pooled-purchasing initiative

• Conducting a financial feasibility study of the option(s) selected for further analysis

• Consensus building among members of the county's Project Management Committee, comprised of government officials, providers, and consumer advocates
