The Pacific Health Policy Group (PHPG) assisted the county in assessing its ability to serve as the sole capitated provider for the adults with mental retardation or developmental disabilities (MRDD), seriously and persistently mentally ill (SPMI) adults, and the senior and disabled population under the MinnesotaCare program.
