Managed Care Innovations, Inc. (New York, NY)

The Pacific Health Policy Group (PHPG) assisted this organization, established by a coalition of behavioral health providers based in New York City, in its development of a "special needs plan" (SNP) to serve the seriously and persistently mentally ill (SPMI) population under the state's Section 1115 Waiver program. PHPG assisted in all aspects of development of the organization's proposal to the state, including:

• An assessment of the fee-for-service experience in New York

• Anticipated opportunities for savings and re-allocation of resources

• Development of internal structures for payment of participating organizations

• Development of staffing plan and operational policies and procedures

The scope of work also included development of a proposal in response to the state's RFP for special needs plans.
